GENERAL IDEA

Certain materials and other things can only spawn in areas that have the "fertility for it", such as wheat like crops are restricted to certain areas and ores only apear in certain zones. There will be two different types of fertility

ADJUSTABLE FERTILITY
Fertility that can be extended/ modified. Mostly through research, such as wheat zones being extended through irrigation.

NONADJUSTABLE FERTILITY
This fertility is cannot be changed. This applies to ores and minerals primarily.

This is being largely covered using the biome setup. Read about plant fertility here.
