| I'd like to introduce myself a bit more before continuing this suggestion, you'll find me to be a war-monger; along with a militarist. I'm most likely going to forever stay that way, to get use to it with my forum posting. Now onto the reason you're here.
First I'd like to go into detail about today's military powers. Most of them are battle hardened nations, but a lot of the time they aren't always at war. I'm not one-hundred percent this idea hasn't been talked over. But somehow working on a renown system? Say excuse my language they know you've defeated multiple strong enemies over time and what not and you fulfill the role of 'galactic bad-Belgium'. They will not just randomly act aggressive towards you. My example here would be nations like Canada wouldn't just invade or threaten the USA. Not saying all civilizations have to act like total softies, with good reason they should act aggressive towards you; but I'd imagine civilizations just as strong as you would be fair-game with you.
Now onto the second suggestion, protectorate civilizations. Allowing smaller species instead of having to be totally enslaved by your species, or merged with. Allowing the option for them to become you protectorate in return for your protection, but you receive half of their funds/resources. I also like the idea because It'd be another reason for me to go to war with someone aggravating my protectorates.
There should always be a ratio of war-monger/peaceful civilizations in the galaxy, beside whichever the road the player personally chooses. I'm not saying implement a whole system based on good or bad. I'm saying have a civilizations from a ratio of 1:5 being war-monger (1) and peaceful (5). To make the game interesting rather than you just flying around some system to system being galactic conquistador.
It might be ridiculous and take a abundant use of resources I assume, but have you'll never know unless you ask around and talk about it. A option where in the attrition of space warfare, you want to board a enemy vessel and recover resources/cargo/funds from it. Have a system where if the ship that is boarding the other ship fails at the attempt they will not lose their ship, but their crew will be permanently weakened until repairs. If the attempt is successful I'd imagine some of the boarding-ships crew would be negated off to handle the new stolen vessel. which brings me to my other topic.
Reverse-Engineering, sounds pretty good to me. Instead of say if you board and capture a advanced vessel; you won't just be able to pop them out from the get-go. You should still have to have the necessary resources it took the other civilizations to build the ship. And before you can even have your species just popping them out left and right you should have to return the ship safely to your home-world and your species must have certain pre-requistes technologies before being able to re-create a perfect model of the ship. Not only would the fear of having your hard work stolen, and other species reverse-engineering them, make most players adrenaline pump during space warfare It'd also have them on constant guard. Though if the AI capture a ship it should be a 1.5/10 chance that even with reverse-engineer they'll be able to pull off a success. Going up from Easy, Medium, and Hard play levels should alter the chances. Such as easy (1.5/10), medium (3.5/10), and hard (5.5/10)

| Firstly, this is in the wrong place, should be in the Space section. If a mod could move it, that would be great.
Now, on to your suggestions.
Hopefully we will have a system where and AI will not attack unless they have something to gain from it and have a reasonable chance, either you are elsewhere engaged, or they have an alliance or other such trick up their sleeve.
This is a good suggestion and actually works for something I've been thinking about for some time now. A vassilisation system which works kind of as you've described.
Well the AI determines what the races you encounter will be like, so you will have the full spectrum based on the randomisation of variables.
Boarding parties will indeed be in the game, the specifics of the system have not been discussed yet (to my knowledge).
Something like this would also be in place.
