When do SCs form?

I agree with upkeep, though it's not something preventing players to build things they want, more like preventing them to waste resources on absolutely useless things. Players should also be able to stop upkeep for TOs/SCs, but these would slowly take damage then.

Okay, question: Urban Farms? Spiral Farm Towers and the like? Effecient?

Still not nearly as effective as hectares of fields. You would need an entire city to be composed of farms, capacity that is better used in industrial sector.

Got it. However, I assume that a large number of them could be used presumably to balance things out so you're not eating up quite as much land as before.

If there's not enough free land, then city farms would be a good solution.

I was thinking more in terms of solution to habitat destruction, but cool.

Ecology can also be a reason, if the country isn't capitalistic (or generally anything > nature).
