These templates should be used only for AI, because procedurally generating techs would be even harder to do than procedural animals. We can make procedural techs for AI after releasing game. Players will of course be able to design from scratch.
Actually, i think for techs at least, we're going to need a sporepedia. Basically, the game will pull a tech ut of the database with the right tags, scale it to fit, and put it in the game The tech could then be randomly mutated from there if need be. If someone makes a bunch of things in one style, they could add a special style tag to it that would help the computer organize techs by style.

If you mean hosting a server from where games would automatically download creations (aka Spore), then there's a problem. Who's going to make it? Who's going to pay for it?

It could be better if players would post their selected creations on forums. This would eliminate the need for server and also the problem with uploading random hastily made crap. The game could simply have a database of all creations from their worlds, players would select and hit "Export" button to produce a .rar file wich the user would then post on forums.

That's basically what i was thinking, a built in selection that you can manually add to.
