Yes, nothing is released yet. However,
I didn't say the code wasnt freely available to the public. Follow this link, under two conditions:
1) Don't complain that it doesn't seem to do anything interesting yet. Its not finished.
2) Don't ask for help to compile it yet. It's not finished.

on the note of 2) Of course, windows releases will be in binaries so you wont even have to compile.

Its a browser viewer for the cvs repository. if you click the "src/" link, youll see the source files. then you click a file you want, and click view on the revision you want to look at.
